Ms Lulama Gomomo has extensive expertise in legal compliance, legal research, and legal advisory services. Since 2001, she has served in different organisations in various capacities including Lecturer at the University of Zululand, teaching human rights law and administrative law. Also a Researcher at the Centre for the Study of Violence and Reconciliation (CSVR) focusing on policing and police integrity. She is the co-founding member of the National Environmental Management Act 107 of 1998 as amended (NEMA) Enforcement Directorate "Green Scorpions" - she was appointed as a legal consultant to provide research and draft enforcement policies. And she was also a legal advisor at the National Energy Regulator (NER). In 2005 - 2010, she was a Statutory Compliance Manager at the City of Cape Town managing administrative staff and legal advisors in access to information, administrative justice, supply chain appeals, and other administrative appeals. She also established and managed the City of Cape Town Legal Resource Centre with records management services and other managerial functions including budgeting, asset management, human resource management, record management, and legal risk. In 2010 - 2014, she served as the legal researcher (former Diplomat) at the SADC Tribunal, Windhoek, Namibia where she conducted research on SADC law and prepared reports on cases, and liaised with stakeholders. In the absence of the Registrar, she served as acting Registrar of the Tribunal.

 

In 2015, she took a sabbatical to conduct studies in Bible Hebrew etymology and Ancient Bantu-Egyptian. In 2016 - 2017, she served as a Legal Compliance Officer at the Media Diversity and Development Agency (MDDA) for a short period. SCHOLARSHIPS AND PROFESSIONAL AWARDS In 2000 - 2001, she was awarded two prestigious postgraduate scholarships, Cannon Collins and Ruth First respectively. In 2004, she was nominated and awarded the Commonwealth Professional Scholarship tenable at the United Kingdom Environmental Agency (UKEA) and received training in Environmental Compliance and Enforcement. In 2004, she was awarded the Mentorship Award for excellence in mentoring interns in Environmental Enforcement by the Department of Environmental Affairs and Tourism. In 2009, when she served as the Statutory Compliance Manager and Deputy Information Officer at the City of Cape Town, the City was audited by the South African Human Rights Commission (SAHRC) in collaboration with Open Democracy Advice Centre (ODAC) and awarded two awards for excellence in providing access to information in terms of the Promotion of Access to Information Act 2 of 2002: 1. The Openness and Responsiveness National Awards for Best Municipality in South Africa was awarded to the City of Cape Town 2. She was awarded the Best Deputy Information Officer (Municipalities) of the Year award and the prize money.
